Soundwave displays an attitude as one may expect from a Decepticon High Command: aloof, cold, well-spoken but concise, and a disregard of any life who are not Cybertronian. Well, most of them are still true to a degree, but the aftermath of a four million years war and time on Earth had changed him greatly as a person. For the better.
During the war, Soundwave takes on an icy, cunning, and stoic attitude. This was more out of necessity as the Decepticons aren't a good bunch of people apparently. Constant betrayals and backstabbing, a scientist with their own goal to destroy the universe, and many other illegal and criminal activities. Becoming friends with anyone- except his casseticons, he trusts them completely -would be a liability. The less people know about him, the less they have to use against him. Adopting these traits was necessary for him to survive the war and achieve the Decepticon's cause- equality for all Cybertronian. Not only because of the general Decepticons behavior, but his own telepathic powers cost him his social life and made him into a workaholic. With everything he could feel and hear, he has to keep his focus on one goal just to keep himself function properly. Some of those traits stayed with him after the war's over, the stoic and icy exterior, but for the most part, he's mellowed out.
Despite his outwardly frost demeanor, Soundwave is not an emotionless bot as he might make it out to be. Soundwave, at his core, is the most loyal and idealistic Decepticon. In fact, get to know him, he is generally decent and polite outside the war, and it may be a surprise for those who aren't his close friends, he does possess empathy, as well. And this empathy was what made him turned around completely on organic life, a life he believed is a waste and beneath a mechanical being. Reading a human's mind made him realize that organic and mechanical aren't different after all- both species can feel emotions. Realizing this fact, he surrenders himself to the humans and expresses guilt to all the crimes he had done to other similar organic beings.
Between his time on the Dead End and becoming friends with Ravage, Laserbeak, and Buzzsaw, he had seen firsthand how corrupt the Cybertronian government treated those who they deemed lesser or useless. Disgusted, Soundwave wished for a future where Cybertronian can be treated as equal, but he knows that the government is not willing to give up their power and needed to be destroyed. He believed the Decepticon could achieve his dream and as such pledged loyalty to the Decepticon cause. Ever since he joined the Decepticon, he had never once faltered, determined, and strongly believed in his leader, Megatron, and the cause. His belief in his leader was changed completely when said leader abandoned him and joined the opposing side without a word to his loyal soldier, thus betraying his trust and faith in him. In fact, being betrayed draw a significant emotional response out of him. The Decepticons are brothers and sisters fighting for the same cause, they should be loyal to each other.
There is one key point with Soundwave in the comic series, it is his unwavering faith and his faith in others. As mentioned before, Soundwave believes in the Decepticon cause, he viewed Megatron as the physical embodiment of the cause, followed him through millions of years of war and never once betrayed him. Even when Megatron was gone and others took over, Soundwave waited- and assisted - for his leader's return because he strongly believed in their leader. Even after Megatron's betrayal, Soundwave still has faith that the Decepticon cause would someday come true. While the future is uncertain, he'll marches forward for his dream to come true, despite the difficulties he'll face. As Soundwave himself says after a drink or two: "You have to take some things on faith."
There is one thing other than betrayal that draws significant emotional response out of Soundwave. It is his friends. To him, who was an amnesiac desolate, his friendships and bonds are important to him. Without his friends, he would be left wasting on the street and unable to control his telepathic powers. Whenever his friend is hurt or damaged, he would quickly come to their aid. Twice in his life, Soundwave breaks his stoic persona and expresses agony when his friends died. Ravage, his closest friend, and a human named Mainframe, the first human friend he knew for less than two years. It doesn't matter to him how long he had known his friends- every one of them is dear to him and he would do anything for them and rejects any notion that he's superior to them.
The war ending and Megatron's betrayal were the triggers for him to change for the better. He realized Megatron's flawed way of violence and conquest which had led the Decepticons astray from their original cause. So with that realization in mind, he made the effort to lead the current Decepticon into the path of peace. No longer will they deviated from their original cause and no more conquest. Being the new leader of the Decepticon, Soundwave has also changed his approach with others. He's now made the attempt to be sociable and make himself out to be a better example of a Decepticon. That means reaching out to others for help like forging an alliance with humans on Earth and requested their help to build a space commune for the Decepticon. He even went as far as inviting an Autobot, their once enemy, to the Decepticon commune and even extend an offer for them to stay in the commune if he wants to. After all, a leader should lead by example and not by fear.
Although it took him long even, after his new good nature, Soundwave also realized that humans are not so different than Cybertronians, they're both beings capable of emotions and rational thoughts. And on that note, he now values humans and other organic species' life as much as he does value a Cybertronian's life. This is what drives him to give up his own life to save Earth from destruction, even after his homeworld Cybertron was destroyed.
Abilities & Skills:
Cybertronian: Soundwave is a giant sentient mechanical being. This makes him VERY durable, hard to kill, and long-lived. He, like any Cybertronian, has the ability to change into an alt mode. His current body frame transforms him into an armored car. He's also equipped with rockets in his boots for flight.
Requesting a nerf to his super robot durability. His height will be nerfed down to 7ft tall
Outlier: Soundwave is a special Cybertronian in that he has a few extra innate abilities, thus an Outlier. And because an Outlier ability is weird, it's possible for one to develop their ability and have it mutated to be something different.
With that in mind, Soundwave has extraordinary hearing. He's able to hear even a fly sneeze in a bustling city. From his super hearing, it developed him into an empath, enabling him to be able to read minds, emotions, and thoughts from a greater distance. He can establish a telepathic connection with anyone from any distance. Someone is on another planet? He could focus on said someone to talk to them like he's in a face-to-face conversation. Though that doesn't mean his telepathy range is unlimited and it could still be disrupted by an outside source. Along the same line, Soundwave can disrupt most forms of radio transmission and communication.
His super hearing is biological I'd like to keep that, but requesting nerfs for his more empathetic abilities and his hearing range.
Holomatter: A solid hard-light projection that connects to a Cybertronian consciousness. They are designed to fit in with non-Cybertronian populace and allow for greater stealth. They are capable of tactile interaction and receiving sensory data.
Like every Cybertronian, Soundwave has an in-built that device that can, in theory, make a holomatter avatar. Holomatters avatar's range can function at least 400 miles away from the controller, but long usage of it would quickly drain his fuel or physically damaging the avatar would have equal amount damage on his consciousness and/or possibly burning out the avatar generator.

Reason: Two reasons!
1) Bonds are very important to Soundwave, he's the kind who would protect his friends from harm, do anything for them and rely on another for the strength to get through difficult situations together, his relationship with his casseticons being the best example. Placing him in a role that draws strength from his bonds and using those strengths to strengthen others is definitely something he would do and is perfect for his characterization.
2) Magic was introduced on IDW Transformers universe, but Soundwave didn't have time to look into it at all. I believe it'd be a fun and challenging experience for him to learn something completely new. And since focus is a big part keeping Soundwave from becoming insane hearing people's thoughts all the time, learning magic is a perfect way to manage his focus further.
