To a view of an outsider, Soundwave displays an attitude as one may expect from a Decepticon High Command: aloof, cold, well-spoken but concise, a disregard of any life who are not Cybertronian. Well, most of them are true to a degree, but the aftermath of a four million years war and time on Earth had changed him greatly as a person. For the better.
During the war, Soundwave takes on an icy, cunning, and stoic attitude. This was more out of necessity as the Decepticons aren't a good bunch of people apparently. Constant betrayal, a scientist with their own goal to destroy the universe, and many other fun illegal and criminal activities. Adopting these traits was necessary for him to survive in order to achieve the Decepticon's cause- equality for all Cybertronian. Not only because of the decepticons, but his own telepathic ability costs him a social life and made him a workaholic. With everything he could feel and hear, he has to keep his focus on one goal just to keep himself function properly.
These traits of him being cold and aloof don't necessarily make him an emotionless bot. In fact, and it may be a surprise for those who aren't his close friends, he does possess empathy. And this empathy was what made him turned around completely on organic life, a life he believed is a waste and beneath a mechanical being. Reading a human's mind made him realize that organic and mechanical aren't different after all- both species are able to feel emotions. This also made him realized the horrific crimes he committed against organic creatures and show regret.
Soundwave, at his core, is loyal and idealistic. After experiencing how corrupt Cybertronian government treated those who they deemed useless, Soundwave wished for a future where Cybertronian can be treated as equal. He believed the Decepticon could achieve his dream by overthrowing the government and as such pledged loyalty to the Decepticon cause. Ever since he joined the Decepticon, he had never once faltered, determined, and strongly believed in his leader, Megatron, and the cause. His belief in his leader was changed completely when said leader abandoned him and joined the opposing side without a word to his loyal soldiers, betraying his trust. Despite the betrayal, Soundwave still held strong to his belief and the Decepticon cause.
Two things can get the aloof Soundwave to draw significant emotional response: his friends and betrayal. It's explicitly shown that his friendships and bonds are important to him. Whenever his friend is hurt or damaged, he would quickly come to their aid. Twice in his life, Soundwave breaks his stoic persona and expresses agony when his friends died. Ravage, his closest friend, and a human named Mainframe, the first human friend he knew for less than two years. It doesn't matter to him how long he had known his friends- every one of them is dear to him and he would do anything for them. Plus, befriending a human is a major step forward for Soundwave.
That betrayal mentioned earlier was the catalyst for him to change for the better. He realized Megatron's flawed way of violence and conquest and led them astray from their original cause. So with that realization in mind, he made the effort to lead the current Decepticon into the path of peace. No longer will they deviated from their original cause and no more conquest. Donning the mantle of leadership, Soundwave has also changed his approach with others. He's now made the attempt to be sociable and make himself out to be a better example of a Decepticon. Heck, he even invited an Autobot, their once enemy, to the Decepticon commune and even extend an offer for them to stay in the commune if he wants to. After all, a leader should lead by example and not by fear.
Overall, Soundwave may come across as a cold and stoic giant robot, but underneath the icy demeanor is a loyal and idealistic empath. Despite the constant setbacks, Soundwave fully believes in what he's fighting for and will never yield down by another until his dream flourish, which he fortunately able to achieve by the end.
Powers:
Cybertronian: Soundwave is a giant sentient mechanical being. This makes him VERY durable, hard to kill, and long-lived. He, like any Cybertronian, has the ability to change into an alt mode. His current body frame transforms him into an armored car. He's also equipped with rockets in his boots for flight.
Outlier: Soundwave is a special Cybertronian in that he has a few extra abilities, making him an Outlier. And because an Outlier ability is weird, it's entirely possible for one to develop their ability and have it mutated to be something different.
With that in mind, his hearing is extraordinary, able to hear even a fly sneeze in a bustling city. From his super hearing, it developed him into an empath, enabling him to be able to read minds, emotions, and thoughts from a greater distance. He is able to establish a telepathic connection with anyone from any distance. Someone is on another planet? He could focus on said someone to talk to them like he's in a face-to-face conversation. Though that doesn't mean his telepathy range is unlimited and it could still be disrupted by an outside source. Along the same line, Soundwave can disrupt most forms of radio transmission and communication.
Holomatter: A solid hard-light projection that connects to a Cybertronian consciousness. They are designed to blend in with non-Cybertronian populace, and can be tangible or intangible if the user wants it to be. Like every Cybertronian, Soundwave has an in-built that device that can create a holomatter avatar.
